Authorizes schools to use portable airway clearance devices (FDA-registered Class II acute upper airway obstruction devices) to remove blockages during choking emergencies.

Requires schools with airway clearance devices to develop policies designating school nurses or employees to receive training in airway management and device use.

Allows school boards to reimburse the cost of training school nurses and employees on airway management and airway clearance device operation.

Provides liability protection for schools and volunteers using airway clearance devices in emergency situations, except as provided under Public Health Law section 3000-a.

Takes effect 180 days after enactment, with authorization for rules and regulations to be implemented immediately.
