Prohibits employers, agencies, and other persons from requiring individuals to provide copies of their own criminal history records obtained from the Division of Criminal Justice Services.

Applies the prohibition to state agencies, political subdivisions, corporations, associations, and educational institutions.

Maintains existing protections under Correction Law Article 23-A regarding employment discrimination based on prior convictions.

Preserves the rebuttable presumption that prior convictions should be excluded from negligent hiring litigation if an employer evaluated required factors and made a good faith determination to hire or retain an applicant.

Takes effect 120 days after becoming law.
