Grants free use of all state parks, recreation facilities, and historic sites under the Office of Parks, Recreation and Historic Preservation and Department of Environmental Conservation to New York resident veterans, including no parking, camping, or entrance fees.

Requires the Office of Parks, Recreation and Historic Preservation and Department of Environmental Conservation to develop a program promoting these benefits and providing information on their websites about how veterans can access free use.

Directs both agencies to promulgate rules and regulations in consultation with the Department of Veterans' Services to administer the benefits.

Defines "veteran" to include those with the standard definition under New York law, those with qualifying conditions, and discharged LGBT veterans, provided they did not receive bad conduct or dishonorable discharges.

Takes effect on April 1 following enactment, with immediate authorization for agencies to adopt necessary rules and regulations.
