Requires the Education Commissioner to establish rules and regulations for culturally responsive lesbian, gay, bisexual and transgender (LGBT) education curriculum across all public, charter, and private schools at elementary through high school levels.

Mandates all high school students pass a course meeting LGBT education standards as a graduation requirement.

Requires at least one college course in effective teaching for LGBT students as a prerequisite for teacher certification.

Mandates incorporation of LGBT competency and responsive education into ongoing professional development standards for all pre-kindergarten through grade twelve educators.

Authorizes the Commissioner to establish a pilot program with funding available to school districts through a request for proposal process, subject to Board of Regents approval.
