Requires the board of parole to notify victims at least one week prior to the conditional release of an incarcerated individual convicted of a crime against a family or household member.

Notification must be sent by electronic mail when available, or by certified mail to the victim's last known address; if the address is a domestic abuse shelter, notice must also be given to the shelter's director or administrator.

Defines "members of the same family or household" as persons related by blood or marriage, formerly married persons, and persons who have a child in common regardless of marital or cohabitation status.

Exempts victims who refuse notification or whose whereabouts are unknown from receiving notice.

Takes effect 60 days after enactment and applies to all incarcerated individuals conditionally released on or after the effective date.
