Creates a seven-member Southampton campus comprehensive plan task force consisting of state senator, assemblywoman, Suffolk County legislator, Southampton town supervisor, Southampton village mayor, Shinnecock Indian Nation tribal trustees chairman, and Stony Brook University president (or designees).

Authorizes the task force to appoint a community advisory committee of up to 15 members representing business, environmental, educational, civic, and community interests.

Requires the task force to develop recommendations for the Southampton campus including a comprehensive plan and 5-year action plan addressing capital and program needs to maximize educational and community potential.

Mandates a public hearing within 2 months of the effective date, preliminary recommendations within 6 months, and a final report with recommendations submitted to the governor, senate president, and assembly speaker within 9 months.

Takes effect immediately upon enactment.
