Mandates veterinarians have sufficient knowledge of the animal patient through either a recent in-person examination, electronic diagnostic equipment, or medically appropriate visits to the premises where animal patients are kept.

Requires veterinarians to obtain documented client consent before providing telehealth services, maintain evidence of consent in the animal's medical record, and exercise the same standard of care as traditional in-person veterinary services.

Permits veterinarians to prescribe drugs via telehealth if acting within their scope of practice, and takes effect immediately upon enactment.
