Proposes an amendment to section 14 of article 3 of the New York Constitution to require a two-thirds majority vote in both branches of the legislature for bills that amend, withdraw, or override powers granted to local governments.

Applies the two-thirds voting requirement to bills affecting local government powers established in the statute of local governments, including control over land use and zoning under article nine of the constitution.

Excludes from the two-thirds requirement any bills resulting from passage of a home rule message pursuant to section two of article nine of the constitution.

Requires the amendment to be referred to the first regular legislative session after the next general election of assembly members and published for three months prior to that election.
