Authorizes the New York Department of Health Commissioner to establish non-patient specific orders for dispensing FDA-approved abortion medication through pharmacists and registered professional nurses.

Permits licensed physicians, nurse practitioners, and midwives to prescribe non-patient specific orders for abortion medication to be dispensed by pharmacists or nurses in New York.

Requires pharmacists and nurses dispensing abortion medication to provide patients with risk assessment questionnaires and fact sheets developed by the Department of Health, and to notify the patient's primary health care practitioner within 72 hours unless the patient opts out.

Mandates that health insurance policies covering contraception must also cover abortion medication when provided through prescription or non-patient specific order.

Takes effect 18 months after enactment, with insurance coverage requirements applying to policies issued or renewed on or after the effective date.
