Changes opioid antagonist provision from optional ("may") to mandatory ("shall") for school districts, public libraries, boards of cooperative educational services, county vocational education and extension boards, charter schools, and non-public elementary and secondary schools.

Requires each instructional school facility or library to maintain opioid antagonists in quantities and types deemed adequate by the education commissioner in consultation with the health commissioner.

Mandates that schools and libraries participate as opioid antagonist recipients and allows trained employees to administer antagonists during overdose emergencies.

Requires trained school and library employees to comply with public health law requirements including clinical oversight, record keeping, and reporting.

Takes effect 60 days after enactment.
