Adds the Federalist Papers to required New York State Regents curriculum on the U.S. Constitution, Declaration of Independence, and state constitution for grades 8 and above.

Requires the Regents to establish a dedicated course on the history, meaning, significance and effect of the Federalist Papers and U.S. Constitution provisions for all students in grades 9-12.

Applies requirements to both public schools and private schools, with private schools required to offer similar instruction or their attendance will not be deemed substantially equivalent to public school instruction.

Allows the Commissioner of Education to withhold public school funding from districts or cities that fail to provide the required instruction or ensure student attendance.

Takes effect July 1st following the date the bill becomes law.
