Increases the time period for establishing tenancy in rooming houses and hotels from 30 consecutive days to 45 consecutive days of possession.

Excludes squatters from the legal definition of "tenant" by defining them as persons who enter property with intent to squat or occupy without title, right, owner permission, or payment of rent.

Adds squatting as a new criminal trespass in the third degree offense, defined as intentionally entering a building or real property with intent to squat or occupying without title, right, owner permission, or payment of rent.

Provides an affirmative defense to squatting charges if the defendant qualifies as a tenant under real property law definitions.

Takes effect immediately upon enactment.
