Increases the green roof tax abatement rate from $5.23 per square foot to $10 per square foot for tax years July 1, 2014 through June 30, 2027, with a maximum abatement of $200,000 per property.

Extends the application deadline for green roof tax abatements from March 15, 2023 to March 15, 2026.

Raises the aggregate annual cap on all green roof tax abatements from $1 million to $4 million for tax years July 1, 2015 through June 30, 2027.

Reduces the minimum growth medium depth requirement for green roofs from 2 inches to 1.5 inches and removes the requirement that green roofs cover at least 50 percent of a building's eligible rooftop space.

Changes allocation of tax abatements from pro rata basis to first come, first serve basis among approved applicants.
