Permits minors ages 12-13 to work as referees, umpires, or officials at youth sporting events for children predominantly 10 years old or less, when not required to attend school.

Requires employing organizations to obtain written parental consent and maintain a certificate from the minor's school each marking period confirming satisfactory academic standing.

Limits minors ages 12-13 to serving as officials at no more than one youth sporting event per week.

Exempts service as referee, umpire, or official at youth sporting events for children 12 and under from child labor restrictions for minors of any age, and for children 15 and under for older minors.
