Establishes the New York Intergenerational Welfare Reform Commission with nine members appointed by the commissioner, governor, temporary president of the senate, and speaker of the assembly to study and develop strategies addressing intergenerational poverty.

Requires the commission to analyze data on intergenerational poverty, examine policies in other states, create five- and ten-year plans with measurable goals, and recommend policy changes to help children escape poverty and welfare dependency cycles.

Creates an intergenerational poverty plan implementation pilot program allowing counties or groups of contiguous counties to submit proposals addressing intergenerational poverty with specified outcomes and metrics.

Requires pilot program participants to provide a cash or in-kind match of at least 25 percent of grant amounts and report quarterly on progress toward established indicators and outcomes.

Authorizes the department to issue annual reports on the pilot program and may make the program permanent or expand it to additional counties if deemed successful.
