Requires all health insurance policies issued through the New York health benefit exchange to cover acupuncture treatment provided by individuals licensed, authorized, or certified under Education Law Article 160.

Allows insurers to apply reasonable deductibles, co-payments, co-insurance amounts, fee limits, and utilization review to acupuncture services, but only at levels no greater than other essential health benefits.

Prohibits insurers from using cost-sharing or review mechanisms to discriminatorily direct treatment away from acupuncture services.

Permits licensed or certified acupuncturists to provide and bill for acupuncture services in hospital facilities as staff or employees.

Takes effect 90 days after the bill becomes law and applies to policies issued, renewed, modified, altered, or amended on or after that date.
