Amends Election Law Section 2-104 to modify how voting power is calculated for county committee members in election districts that have changed or been newly created since the last gubernatorial election.

Replaces the previous method of using assembly member election votes or enrolled voter counts with a new calculation based on gubernatorial election party votes multiplied by the percentage of registered voters from the former election district contained in the new election district.

Applies the same calculation methodology to both districts with additional committee members and districts without additional members when determining individual member voting power.

Excludes voters in inactive status from the calculation of registered voters used in the new formula.

Takes effect immediately upon enactment.
