Requires the Commissioner of Labor to submit an annual report by September 30th to state leadership and labor committees analyzing cost of living, poverty rates, and minimum wage adequacy

Report must use multiple cost of living measures including the MIT living wage calculator, EPI family budget calculator, and University of Washington self-sufficiency standard

Analysis must examine poverty and child poverty trends since December 31, 2018, disaggregated by race, ethnicity, gender, age, disability status, household size, profession, and education level across four state regions

Report must compare New York's upstate minimum wage to other high-cost states (Washington, California, Hawaii) and compare New York City and suburban minimum wages to other high-cost cities (Seattle, San Francisco, Los Angeles, Washington D.C., Denver)

Commissioner shall consult with a three-person advisory committee with one member each appointed by the governor, senate temporary president, and assembly speaker
