Creates a seven-member Latina suicide prevention task force to examine and improve mental health and suicide prevention services for Latina New York residents, with members serving until two years after the act's effective date.

Appoints members as follows: one by the governor (who chairs the task force), one by the senate temporary president, one by the senate minority leader, one by the assembly speaker, one by the assembly minority leader, and two by the commissioner of mental health, with all appointments made within 60 days.

Requires all appointees to have expertise in mental health and suicide prevention services with knowledge of the Latina community, with geographic representation from across the state.

Tasks the force with studying current mental health and suicide prevention practices, recommending improvements, and determining reasons for high suicide rates among Latina residents, with authority to establish advisory committees and request studies from state agencies.

Requires a preliminary report within 13 months and a final report within 22 months of the effective date, including legislative proposals, and automatically repeals the task force two years after the act takes effect.
