Establishes reimbursement standards for residential habilitation services provided in supervised community residences for people with developmental disabilities under the Medicaid home and community-based waiver

Defines "retainer days" (medical leave days) and requires 100% daily rate reimbursement, capped at 14 days per rate year multiplied by certified capacity

Defines "therapy days" (absences for family visits or vacation) and requires 100% daily rate reimbursement, capped at 96 therapy days per rate year per person

Creates an "occupancy adjustment" to compensate providers for vacancy days caused by residents moving between sites or death, calculated annually based on the provider's actual occupancy percentage, capped at 5%

Takes effect immediately with retroactive application to April 1, 2025
