Establishes the New York veteran digital navigator program requiring the state commissioner to award grants to eligible entities for promoting digital citizenship among veterans.

Grant recipients must use funds to develop cybersecurity best practices and digital citizenship competencies including research fluency, critical thinking, technology operations, media literacy, and understanding of foreign influence campaigns.

Eligible entities include civil society organizations (nonprofits, community groups, labor organizations, charitable organizations, professional associations, foundations) and congressionally chartered veterans' service organizations.

Grant recipients must submit reports within one year describing their activities and effectiveness, with the state commissioner required to submit a consolidated report to the legislature within 90 days of receiving the last recipient report.

State commissioner must maintain a list of grant recipients and designated participating individuals and make it available to promote communication and information sharing on digital citizenship practices among program participants.
