School districts, boards of cooperative educational services, county vocational education and extension boards, and charter schools must provide and maintain AED equipment on-site at instructional facilities and make it immediately available at all school-sponsored events, including practices and athletic events.

Schools must develop and implement a cardiac emergency response plan addressing sudden cardiac arrest and life-threatening emergencies at school sites and school-sponsored practices or athletic events, with training for personnel including coaches, school nurses, and athletic trainers.

Cardiac emergency response plans must integrate evidence-based core elements recommended by the American Heart Association or other nationally recognized organizations for AED and CPR training, consistent with public access defibrillation provider requirements.

At least one trained staff person in AED operation must be present at school-sponsored curricular, extracurricular, or athletic events; AED equipment must be on-site and immediately available to athletic coaching and training staff at off-site practices or athletic events.

Schools and staff are designated as "public access defibrillation providers" and receive liability protections under Public Health Law sections 3000-a and 3000-b when rendering emergency treatment with an AED.
