Renames the "young farmer advisory board on agriculture" to the "beginning farmer advisory board on agriculture" throughout the legislation

Increases board membership from 20 to 25 members, with 11 members appointed by the commissioner (including representatives from empire state development corporation, FFA, department of labor, urban farmers, New York Farm Bureau, Cornell small farms program, USDA, organic farmers, veteran farmers, Young Farmers coalition, and underrepresented farm ownership groups) and 13 additional members appointed by various state officials representing entry-level farmers, service providers, and agricultural advocates

Removes the age requirement (under 45 years old) and the requirement that members derive at least 50 percent of personal income from farming, replacing these with a requirement that members be actively involved in farming, agricultural activities, agricultural research, or providing services to the agricultural community

Establishes the commissioner (or designee) as board chair and requires the department to provide secretariat and support services; changes meeting frequency from quarterly to twice per year

Changes the board's reporting requirement from annually to biennially and removes the requirement that the board elect a chairperson, vice chairperson, and secretary at its first meeting each year
