Requires the Department of Corrections and Community Supervision to provide a nonpartisan, peer-led civics program in all correctional facilities to incarcerated individuals scheduled for release within 12 months.

Program consists of three 90-minute sessions covering voting rights, governmental institutions, current affairs, and simulations of voter registration and election processes.

Peer educators (incarcerated individuals trained by nonpartisan civic organizations) shall teach the program with support from college/university educators and reentry service organizations.

Department must distribute voting information packets and a civics handbook to participants, post election authority contact information in facilities and parole offices, and ensure incarcerated individuals are not prevented from attending due to staffing shortages or scheduling conflicts.

Department shall publish an annual report monitoring enrollment numbers, completion rates, and total releases, with data disaggregated by facility and other factors; act takes effect 180 days after becoming law.
