Authorizes counties with populations of 1 million or more to use design-build contracts for public works projects undertaken pursuant to project labor agreements, with a minimum estimated cost of $10 million.

Allows design-build contracts for projects with estimated costs of $1.2 million or more if they involve pedestrian accessibility improvements, cultural institutions, public libraries, or security infrastructure designed to protect against terror or mass violence.

Requires a two-step selection process: Step 1 uses a request for qualifications to create a list of capable entities; Step 2 awards contracts based on "best value" criteria including cost, quality, proposer qualifications, and compliance with prevailing wage and labor laws.

Mandates all contracts include requirements for licensed professional services, compliance with prevailing wage laws, project labor agreement obligations, and minority- and women-owned business enterprise participation goals.

Requires annual reporting to the governor and legislature on design-build contracts used, including procurement details, costs, estimated savings, and minority- and women-owned business participation rates; expires three years after enactment unless requests for qualifications were issued before expiration.
