Repeals former sections 211-a, 211-b, and 211-f of education law and establishes a new comprehensive school registration and support framework, effective July 1, 2024.

Requires all public schools (except charter schools) to be registered by the Board of Regents, with schools unable to close, merge, or substantially change enrollment without prior commissioner consent.

Authorizes the commissioner to designate schools for "additional support and assistance" or "intensive support and assistance" based on annual determinations using multiple academic and non-academic measures.

Allows the commissioner to appoint an educational support specialist to schools unable to make demonstrable improvement, with powers to recommend curriculum changes, principal replacement, budget reallocation, and extended school days/years.

Establishes a process where schools unable to make demonstrable improvement after two years under registration review must either contract with an educational partnership organization, close/phase out, or face registration revocation by the commissioner.
