Requires all students enrolling in New York state schools to undergo vision screening examinations for color perception, distance acuity, and near vision within six months of admission or by another date prescribed by the commissioner.

Authorizes the commissioner to specify examination devices and testing methods for vision screening, including the Snellen Eye Test Chart and automated vision screening devices.

Mandates that vision screening results be provided in writing to the student's parent or person in parental relation and to teachers within the school.

Requires schools to maintain vision screening results in a permanent file for at least the minimum retention period prescribed by the commissioner under arts and cultural affairs law.

Takes effect immediately upon enactment.
