Requires each state agency in the executive branch to designate at least one employee as a veterans' liaison within 90 days.

Veterans' liaisons must complete initial training provided by the Department of Veterans' Services and receive annual supplemental training thereafter.

Each state agency must conspicuously post the name and contact information of its veterans' liaisons on its website, with the department maintaining a master list updated annually.

Veterans' liaisons shall provide information on benefits and services, maintain communication with other agencies, advise staff on veterans' needs, and promote recruitment and retention of veteran employees.

The Department of Veterans' Services shall develop guidelines and best practices for the program and report annually on its activities and recommendations regarding veterans' liaisons.
