Expands authority to prescribe home health aide services and personal care services to include nurse practitioners and physician assistants, in addition to physicians, when acting within their lawful scope of practice under education law

Authorizes nurse practitioners and physician assistants to certify that patients no longer require acute hospital care but still need medical care from certified home health agencies, long term home health care programs, hospices, or residential health care facilities

Allows nurse practitioners and physician assistants to determine whether Medicaid-eligible individuals can remain in their own homes or adult care facilities instead of nursing homes or intermediate care facilities, enabling eligibility for long term home health care programs

Removes outdated restrictive language that limited nurse practitioners' prescribing authority for home care services to narrower conditions under previous education law provisions

Takes effect 60 days after becoming law, with immediate authorization for regulatory changes needed for implementation
