Voids the tuition waiver and converts it to an educational loan if a participant fails to complete the degree within five years or does not fulfill the four-year teaching obligation in their assigned district.

Prioritizes economically disadvantaged applicants, allows transfers between eligible public universities, and permits recipients to receive additional scholarships or financial aid applied to remaining tuition balance.
