Authorizes each board of elections to establish one or more secure absentee ballot drop-off locations as an additional method for voters to return marked absentee ballots.

Requires boards of elections to post information about drop-off locations on their websites no later than the day each location is established.

Directs the state board of elections to promulgate rules and regulations covering location, chain of custody, pick-up times, labeling, and security of absentee ballot drop boxes.

Deems absentee ballots deposited in drop boxes before the close of polls on election day as timely received, even if the board fails to time stamp them on or before election day.

Requires boards of elections to close all drop boxes and collect deposited ballots at the close of polls on election day.
