Creates a rebuttable presumption that heart disease-related total or partial disability or death of fire alarm dispatchers in cities with populations of one million or more occurred in performance of duty, unless proven otherwise by competent evidence.

Applies to fire alarm dispatchers, supervising fire alarm dispatchers level one and two, and retired members of such positions retired five or fewer years, who passed initial physical examinations showing no evidence of heart disease.

Presumption does not apply to workers' compensation law or labor law purposes.

Exempts implementation costs from appropriation requirements under retirement and social security law; all past service costs are borne by the city of New York.

Takes effect immediately upon enactment; estimated to increase annual employer contributions by approximately $27,600 per performance of duty disability retirement and $36,000 per performance of duty death due to heart disease.
