Allows counties to elect to increase the overtime ceiling used to calculate final average salary for correction officers, effective January 1, 2025, by adopting a resolution and filing it with the comptroller.

Defines "correction officer" as any county employee charged with maintaining custody and supervision of persons detained or confined in a local correctional facility.

Sets the new overtime ceiling for correction officers at the greater of: the current overtime ceiling limit, or 30 percent of the officer's annual regular compensation.

Applies to correction officers in Tier 5 and Tier 6 of the New York State and Local Retirement System.

Requires electing counties to bear all past service costs as a one-time payment, estimated at approximately 5.4 percent of affected officers' salary, plus increased annual contributions of 0.4-1.0 percent of salary depending on tier.
