Grants the Correctional Association of New York authority to regularly visit, inspect, and examine all secure, limited secure, and non-secure juvenile facilities operated by the Office of Children and Family Services, including property, documents, records, policies, procedures, and staff.

Authorizes the Correctional Association to conduct unannounced visits, receive and review incident reports, and immediately report any maltreatment or abuse allegations to the Office of Children and Family Services, Justice Center for the Protection of People with Special Needs, and Prisoners' Legal Services.

Requires the Office of Children and Family Services to establish and provide youth access to a confidential toll-free hotline operated by Prisoners' Legal Services for reporting maltreatment, abuse, and placement complaints, with quarterly facility visits to inform youth of their rights.

Establishes Prisoners' Legal Services authority to provide legal representation to youth in these facilities, conduct confidential visits, review records, investigate complaints, and access use of force documents, incident reports, medical records, and disciplinary records without unsealing orders.

Requires the Correctional Association to submit annual reports to the Governor, Legislature, media, and the public regarding facility conditions and recommendations, with the Office of Children and Family Services required to respond in writing; effective 60 days after enactment.
