Grants Ryan D. O'Connor retroactive Tier IV membership in the New York City Employees' Retirement System (NYCERS) with an effective membership date of January 19, 2012, instead of his actual September 10, 2012 enrollment date.

Requires O'Connor to file a written request with NYCERS within one year of the act's effective date to claim Tier IV status.

Prohibits any refund of contributions O'Connor made to NYCERS under his current Tier VI membership.

Shifts all past service costs associated with the retroactive membership from the New York City Transit Authority to the City of New York, with an estimated unfunded actuarial liability of $58,900 amortized as a single payment of $65,100 in fiscal year 2026.

Takes effect immediately upon enactment.
