Allows school districts and pupil transportation contractors to amend existing contracts to comply with the statewide transition to zero-emission school buses under Education Law section 3638.

Permits one-time contract modifications with cost increases up to two times the consumer price index rate without commissioner approval, or up to three times the rate with prior commissioner approval.

Requires the commissioner to promulgate regulations establishing criteria for approving such amendments and defining how consumer price index will be calculated.

Prohibits amendments that circumvent competitive bidding requirements, violate law, or fail to maintain or increase pupil transportation safety.

Takes effect July 1, 2023, with authorization for the commissioner to adopt necessary rules and regulations immediately.
