Requires property owners to provide storage for tenant household goods and personal property in a closely proximate area and cover all transportation costs to and from storage.

Defines willful neglect as improper maintenance or lack of maintenance resulting in substantial deterioration rendering property uninhabitable, including when a vacate order or demolition order is issued by government agencies.

Exempts from willful neglect definition conditions beyond the owner's control such as natural disasters, acts of war, or terrorism, and preserves existing state and local property maintenance laws and tenant rights.
