Establishes a 13-member task force on veterans employment opportunities within the department of veterans' services, chaired by the state commissioner of veterans' services.

Task force membership includes five ex-officio state officials (commissioners of general services, labor, civil service commission president, adjutant general) and eight appointed members from the governor, senate temporary president, assembly speaker, and legislative minority leaders, with at least three private sector representatives.

Members receive no compensation but are reimbursed for actual and necessary expenses incurred in performing task force duties.

Task force must hold at least two public hearings annually in different regions of the state, hear voluntary witness testimony, and may request documents subject to Public Officers Law Article 6.

Task force must issue reports by March 31, 2024, and every two years thereafter, analyzing veterans employment methods and programs, including professional licensing impacts, veteran contractor programs, tax credits, municipal grants, and private sector initiatives.
