Extends the expiration date of property/casualty insurance availability act provisions from June 30, 2023 to June 30, 2026 across multiple sections of insurance law.

Delays the termination of motor vehicle insurance rate prior approval requirements and excess profit refund provisions for insurers until June 30, 2026.

Extends the New York Property Insurance Underwriting Association's authority to offer broad form coverage until June 30, 2028, and requires superintendent reporting by January 1, 2028 on policies issued.

Updates pronouns in relevant sections to use "the superintendent" instead of "he or she" or "him or her."

Takes effect immediately upon enactment.
