Codifies Community Choice Aggregation (CCA) programs in New York law, authorizing municipalities to aggregate customer demand and competitively procure electricity, gas, and energy services contracts.

Requires the Public Service Commission to establish standard CCA program rules within 90 days, including opt-out enrollment processes, data security agreements, and reporting requirements for all utility service territories.

Authorizes CCA programs to integrate opt-out Community Distributed Generation (CDG) programs, with priority given to low-income customers and those in disadvantaged communities for receiving CDG credits.

Permits eligible municipalities (cities, towns, villages) to structure CCA programs individually or jointly, with ability to hire third-party administrators and negotiate contracts at terms serving constituents' interests.

Prohibits disadvantaging CCA programs based on their status and requires CCA programs to align with the Climate Leadership and Community Protection Act goals to the maximum extent practicable.
