Amends Civil Service Law Section 50 to require state and national criminal history record checks for police officer transfer candidates, in addition to current applicants for the position of police officer.

Authorizes the Civil Service Department and municipal commissions to require fingerprint submissions to the Division of Criminal Justice Services and the FBI to obtain criminal history information.

Exempts current employees, persons on preferred lists, and persons on eligible lists who have passed promotion exams from background check requirements, except for police officer positions.

Requires the Department and municipal commissions to provide adequate notice to applicants about the criminal history record checks and related procedures.

Takes effect immediately upon enactment.
