Amends Civil Service Law Section 55-c to remove the requirement that disabled veterans must have served during wartime to qualify for up to 500 noncompetitive civil service positions.

Expands eligibility to all veterans of the armed forces of the United States who are disabled veterans or certified by the department as disabled but capable of performing the position duties.

Maintains priority in certification and referral for veterans who received a Purple Heart wound that caused or substantially contributed to their disability.

Allows the commission to classify positions with duties performable by disabled veterans as noncompetitive class positions, with a maximum of 500 appointments under this provision.

Takes effect immediately upon enactment.
