Expands the insurance law exemption for the City of New York and public authorities to include reconstruction and additions (in addition to construction and extensions) of rail transit and related facilities.

Adds bus facilities, bridges, tunnels, central business district tolling facilities, and facilities ancillary to these projects to the list of infrastructure types eligible for the exemption.

Clarifies that the exemption applies to projects delivered by the Metropolitan Transportation Authority and its subsidiaries and affiliates that are defined as "transportation facilities" under Public Authorities Law Section 1261 or "projects" under Public Authorities Law Section 551.

Takes effect immediately upon enactment.
