Grants New York City Transit Authority (NYCTA) employees who participated in World Trade Center rescue, recovery, or cleanup operations on or after September 11, 2001, eligibility for performance of duty disability retirement if they become incapacitated as a result of injuries sustained during such operations.

Sets the disability retirement benefit at 75% of final average salary, subject to section 13-176 of the New York City Administrative Code.

Applies to both active and retired members of the New York City Employees' Retirement System (NYCERS) employed by NYCTA who have incurred a World Trade Center qualifying condition.

Allows eligible members who have already applied or apply after the effective date to invoke the medical review procedure outlined in subdivision e of section 605 of the Retirement and Social Security Law.

Takes effect immediately upon enactment.
