Requires the commissioner of mental health, commissioner of addiction services and supports, director of veterans' services, and commissioner of agriculture and markets to develop a public anti-stigma education program.

Program must target the general public and underserved populations including Black and Latino adolescents, LGBTQ+ individuals, persons of Asian descent, service members, veterans, and rural residents.

Goals of the program include reducing stigma and misinformation about mental illness and substance use disorders, improving understanding of symptoms and treatment options, and providing information about available resources.

Program may utilize public forums, social media, mass media, internet, radio, and print advertising, with educational materials posted on the office's website.

Requires program development to be conducted in consultation with local community stakeholders, consumer advocates, and local organizations to ensure cultural and linguistic appropriateness for each underserved population.
