Amends the purposes of the Wheatfield Volunteer Firefighter's Benevolent Association to include providing health and safety programs, social and recreational activities, and promoting the volunteer fire service, in addition to existing relief and assistance functions.

Expands the allowable uses of foreign fire insurance premium taxes collected under Insurance Law sections 9104 and 9105 from only "care and relief of disabled or indigent volunteer firefighters and their families" to all purposes outlined in the association's charter.

Applies to taxes due on premiums received on and after January 1, 2024.

Takes effect immediately upon enactment.
