Amends New York City administrative code to extend health insurance coverage to surviving spouses or domestic partners of deceased active or retired fire department members enrolled in a health insurance plan.

Surviving spouse or domestic partner must pay 102 percent of the group rate for coverage, with the additional 2 percent designated for administrative costs.

Surviving spouse or domestic partner must elect health insurance coverage within one year of the member's death to be eligible.

Expands definition of "retired member of the fire department" to include emergency medical technicians, advanced emergency medical technicians, and their direct supervisors employed by FDNY.

Takes effect immediately upon enactment.
