Grants Raymond Ruckel retroactive tier IV membership status in the New York State and Local Employees' Retirement System with an effective membership date of August 1, 1990, when he became eligible while employed by Clarkstown Central School District.

Ruckel must file an application with the state comptroller within one year of the act's effective date to receive tier IV status and all associated rights and benefits.

Clarkstown Central School District shall bear all past service costs estimated at approximately $19,100 as a one-time payment, with no refund of member contributions to Ruckel.

Rockland County will incur increased annual contributions estimated at approximately $7,500 for the fiscal year ending March 31, 2025, with costs varying in future years based on billing rates and Ruckel's salary.

The act takes effect immediately upon enactment.
