Creates a task force on safety in school transportation consisting of 18 members: five appointed by the governor, five by the temporary president of the senate, and five by the speaker of the assembly, plus three ex-officio members (commissioners of education, transportation, and motor vehicles).

Task force membership must include education and community stakeholders, parents, teachers, administrators, and unionized school bus drivers and personnel.

Task force shall review existing school bus safety laws and regulations, examine biannual safety reviews, develop phased implementation plans for safety measures including vehicle sensor technology, and make recommendations on bus stop designations, pedestrian safety, driver protocols, and illegal passing prevention.

Task force must deliver a final report with findings and recommendations to the governor, legislative leadership, and relevant committee chairs no later than 18 months after the effective date.

Task force shall expire and be repealed 24 months after becoming law.
