Amends civil practice law to prohibit courts from entering orders or judgments that conceal public hazards or information useful to the public in protecting themselves from injury or property damage related to such hazards.

Defines "public hazard" as any condition of a device, product, or property that has caused injury or creates a risk of future injury unless altered or removed.

Protects trade secrets unrelated to public hazards and information privileged under state or federal law from mandatory disclosure.

Voids any agreement or contract provisions designed to conceal public hazards or related protective information, declaring them contrary to public policy and unenforceable.

Grants standing to affected persons, estate representatives, and news media to challenge orders, judgments, agreements, or contracts that violate the disclosure requirements, and requires courts to conduct in-camera review of disputed information to determine if it relates to public hazards.
